Tiger Shapeshifter (into Human), for free in Karma Gen?
Pretty shure thats not correct. Even under Priority System it costs Karma...

Edit: All Shifters are cost free in Karma Gen...
 
BugReport currently blocked for me. Maybe if I remember when I'm at home I will submit one.
On the other hand, the bug report for Spirit Allys for SR 4 from two years ago is still open... so no real confidence there...
