How do you make some units availible only by selecting an option under the
settings menu of Army Builder?

You need to specify a 1 in the third column of the Unit category of
your datadef file.

ie:

Units
Special Characters | spc | 1

Then recompile your datadef file. Any units you put in that category
will not be shown by default and the name of the category will
appear under the Settings menu as "Show <unit category>"
