Setting up an E6 Game

How would one code HL to support an E6 game, as the experience/levelling would be a change after level 6?

What's E6?

E6 is a community created idea where in 3.5 D&D your character stops leveling at 6th level. You still gain I think feats, skills, and some spells but that is all.
