how do I set the heroes clarity as a prerequisites for an entitlement?

Guild of the sacred journey has set it at a minimum of 5 while the lost pantheon states no higher than 6.
 
Each WoD setting has a different term for the concept of Clarity, but they all use the concept. Internally, the data files use the term "morality" for this mechanic, and there is a "#morality[]" macro to access this value readily.

As with most stuff like this, the best course of action is to simply look at an existing example. The "Magravate of the Brim" entitlement has a minimum Clarity of 5 requirement, so take a look at its pre-requisite. It works exactly the same as verifying an attribute or skill.
