Rogue Shortbow proficiency

Last night I was entering a Rogue 1/Monk 2 NPC from the Rise of the Runelords AP, and I think I found a nproblem. He uses a shortbow, but it was giving him a non-proficiency penalty for using it. I was able to use the Adjustments tab to work around it, but Rogues get proficiency with shortbows in PRPG. Was this a monk multiclass issue I'm not aware of, or a bug?
