River Druid Archtype

Tried to put this in bug report, but the link kept giving me page not found.

Taking the River druid archtype does not make Diplomacy a class skill.

Also, does anyone know WHY the River druid suffers a wild shape penalty?
The trade off of abilities seem pretty even, with each entry telling you what you're losing for it. But the wild shape penalty seems randomly thrown in. Is it a typo in Ultimate Wilderness that hasn't been given a FAQ'ed explanation yet?
