Restricted Gear Quality and Weapon Foci

During character creation, how would you create a weapon focus with an availability of greater than 12 and apply the Restricted Gear quality to it?

When I modify the weapon, the weapon focus customization appears in red to indicate its availability is above 12 (still 24 or less) but the weapon itself won't appear in the dropdown menu for the Restricted Gear quality.

I've searched and tried a bit, but I've been unable to find the answer.

This is a known bug in Restricted Gear - it doesn't currently affect modifications (and weapon foci are coded as weapon modifications).
