Region Input?

I was looking at the backgrounds and was wondering ... is there a way to make a Region input? Like to enter if your character's from, say, Cheliax ... you could choose that and any feats/backgrounds applicable would be available (while others would not be)?
 
The goal of making the backgrounds/factions accessible to non-pathfinder society characters was that users could decide what it meant for their games. The backgrounds you create could deal with a character's history, they could deal with where a character's from, they could deal with an organization the character's dedicated to, etc. Your choice.
