Quiver

Other than "buying a set of arrows includes a quiver" I don't think that item has ever been defined in pathfinder.
 
Aaron is correct as far as standard items go. Arrows come with their own quiver and swords/daggers come with a scabbard each time you purchase (How very wasteful). However there are two specific Magic items - Efficient Quiver and Nightbane Quiver (Daughters of Fury) in the sources I own that could be a base item, if you were looking to create a new magic item.
 
I've created a container, in the "gear" section.
It's either a base option or available through the Community Package.

I gave the contained the weight of the magical quiver that you can buy.
And then you can name it as a quiver.
And since it's a container, you can put arrows into it or whatever.
