Well, the thing about Car Wars is that most units in the game are entirely
custom designed... While it is theoretically possible, it would be a lot of
work, since the person maintaining the file would have to program EVERY
option available in, and that's far more than you see in the WH40K vehicle
design rules...

In other words, probably not.
