M&M 2nd ed. Question on Saves

I've been recently added to the glory that is Mutants and Masterminds, and even more recently shown this nifty character builder. Since I have checked it out, I could swear that you can use your character points for Toughness.

If in fact you can't, could someone tell me what page and book I can find this information on? If you can, then I believe there is a bug in Hero Labs concerning this... that or it's only available in the full version and not the demo.
 
You can only add directly to Toughness if you are a Construct (no Constitution). Otherwise, you have to buy Protection, the Tough feat, equipment armor, or Force Field.
