Construction Kit. You can download it for free from the Wolf Lair web-site.
Go to the Additional Downloads page.

i got that but how do i start a new system???

I mean i go to new and it tells me i have to pick one of the system types
(eg GM Nec 40k etc)

so i was wondering how do i get to start from scratch????

You need to create a definition file for your new game system. ABCreator
will then allow you to create data files for your game system.

Creating a definition file is usually done most easily by copying an
existing definition file for a similar game system and then tweaking it to
your needs. Detailed information on definition files can be found in the
Construction Kit manual. There's a bit of a learning curve for definition
files and there is NO GUI tool for creating them. However, once you have
your definition file, it's finished and you can then focus your energies on
creating all the units/options/items/etc for your game system (which is
where you'll spend the vast majority of your time).

You can use the ABUndef tool to get an editable version of an existing
run-time definition file. Please review the Kit manual and let me know if
you have specific questions. I'll do my best to help out.
