Is there a way to have your files publicized even if there are already files
for the game system out?

There are indeed. I'm going to deduce that you're referring to the
alternate set of BFG data files; in this case, I believe we've already
offered the author an authoring account, so he can have his files appear in
the list of updates. IIRC the account has been created, and is now just
waiting to have stuff uploaded for it. (But my memory could be deceiving me
on that point.)
