Problem updating ipad

Every time there's a major update for HL my iPad says I must have the latest version to install the update. I'm on 10.16 trying to install 11.1

What am I missing?
 
There are two things being updated - one is the pathfinder data files, the other is the program itself. The numbers you've listed are for the data files.

To update the program itself, you use the apple store, then you can update the data within the app.
