Pathfinder skills

My friends and I are playing a Pathfinder Beta game. In this system, you do not get Skills x4 + INT at first level. Instead, there's no cross-class skills and you get a +3 on all in class skills. Anyway to represent this in HL?

The best way to do it is probably using Adjustments - add an adjustment
to reduce the number of total skill points your first class gets at
first level, then add a +3 adjustment to each skills you put points into.
