Pathfinder 2 - Can't add lore skills for Noble background

I go to the skills tab (under abilities). There is no + symbol anywhere to add a skill. What am I missing?

I haven't added any other skills. My character's Noble background tells me to add some kind of Lore skill and there's way for me to add one on the skill tab.
 
It's the weirdest thing. The + sign IS on the upper right in the Skills tab ON ANOTHER character. On the character with the Noble Background however there's no plus sign on the upper right. Just a "^" thing to click on which minimizes the screen.

Why would the + sign be on another character that doesn't even need an extra skill but not be on the character which needs me to add the extra Lore skill? This makes no sense whatsoever.
 
I finally deleted the character and recreated it. On the new character the + sign is on the skill screen and let me add the Lore skill. No idea what happened with the first character.
