Outsider Issue

I got my answer from the tech staff... Apparently, despite the modifier for Outsider being applicable MOST of the time, its still considered situational.

Was working on a Deadlands character (an Indian) and selecting the Outsider Hindrance did not give me a -2 Charisma. Is this a glitch on my end or in the program proper???
