Occult Skills Unlocked (locked)?

I made a new Occult skill as an ability. I can't seem to get it to show up in the UI. I think that the Occult skill field is locked to only the skills listed with no room for new ones. Is that correct?
 
I think, I found the issue. Everything is bootstrapped in a mechanic and you have to make a new mechanic and override the original one.
