NPC Power Level - correct?

Morning,

I was creating some high end NPC's the other evening but it seems there is an internal level cap of 14.

At 800+ power points (just testing), it was still saying the NPC was PL14.

Is this correct?

it's not based on power points, It's based on the bonuses you have the character have. You can have a 800 point PL 14 character if it's bonuses and skill ranks aren't exceding what is allowed for a 14th level character

Exactly. If your highest attack power is a Blast 10, you aren't going to
have a very high power level.

I know its not necessarily for this forum but, If say for example you had loads of powers at Level 10, then you would still only be a Level 10 NPC despite the fact that this could be a very powerful character.

Is this how the NPC's are supposed to work?

well, I don't have any handy dandy formula for you to figure out how powerful to make your NPCs, but it's all about how challenging you want them to be. If powerpoints are being spent on things that are just there for certain plot points you have going on then I really don't consider those to be part of the character and just a way for me to keep track of those things, even if they are powers and equipment and such.
