Not Licensed Error!

I can't get AB 2.2c to open in licensed mode. Windows explorer will let me view the files so the computer seems to know it's there. I have tried different drives as well as opening it straight from the CD. I have to open it up sometimes 15 times before it'll go through...suggestions?
