New to this forum/Kroot mercenary question

Hello,

I am new to this forum, so please forgive me if this question has
already been addressed.

How come the Kroot mercenaries are not available to add to other
armies, such as Orks,Eldar, etc.?

You've looked in the allies dropdown box? I find them there for Orks.
