New to HL - question about a belt

I am working on copying a character over into HL, and I have a belt that provides my character with a +2 Dex bonus.

I have the item added, and it's check-marked, but the bonus is not being tallied in various locations. They just have an asterisk next to them.

Any way to have that factored in?
 
What belt is this specifically? Asterisks usually indicate a situational bonus, like a "Bonus to acrobatics checks to jump" so I don't think it's a vanilla belt of incredible dexterity.
