I read the Supernatural Handbook, and for Leroy Dutch, it mentions that his Revolver has: Easily Removable (Only Usable by Dutch, –3 points).

Is Only Usable the new version of the Restricted extra from 2E? If my interpretation of the pricing is right, the discount is likely be 2 out of 5 PP for Removable Devices and 3 out of 5 PP for Easily Removable Devices.

And will it appear in HL, any time soon?
 
I believe there was a statement a few months back that the Power Profiles were planned to be implemented after they finished. I may take a stab at it later tonight if I'm still feeling froggy after I get back from practice, just to keep my hand in things.
 
In the HeroLab file that can with the PDF version of the book, they list the pistol as the following:

"Betsie the Colt (7 PP)
Easily Removable
Damage: Damage 5 (10 PP)
DC 20; Increased Range: ranged (Standard - Ranged, 125/250/500 ft. - Instant)
Usable Only by Dutch: Feature 1 (1 PP)"
