New armor enchantment

I would like to make a new armor enchantment called quickness. This enchantment removes the Slows tag on heavier armors. How would I go about doing this?
 
You might want to look into the adjustment for Effortless Armor. This spell basically does what you want. You just need to remove the extra benefits that the spell would normally give and adjust it from the chosen option to the actual armor the enhancement is put on as stated by Andrew.
