New Apple App Store policy allows for HLC updates?

I came across an article just now. It starts with a summary of the change in guidelines:
In addition to implementing an appeal mechanism for developers on the App Store, Apple at WWDC 2020 also revealed that it will no longer delay bug fix updates for apps that are in violation of its App Store guidelines, except those of a legal nature. With the changes going live recently, Apple is now welcoming suggestions from developers regarding its App Store policies and development platform in a bid to become more accommodating and transparent with the community.

Can we please get some bug fixes released now? :)
 
"Legal Nature" would cover the 30% cut that Apple wants from all in-app purchases, and no "in-app" purchases are allowed to be made outside of the app store.

Also, investigating this would require manpower by LWD which is solely focussed on HLO.
