A friend of mine brought over rules for "40K in 40 minutes" and I'm
wondering if anyone has tried to make the Army Builder file for it
yet...

Already exists in the latest 40K version. It is selected as the scenario
40K in 40 minutes at the same time you select what type of army you want
to create.
