Moving to a new computer

I have a new laptop. I want to to move Hero Lab from the old one to the new one. How do I do that?
Do I need to download the program and then use the move license option? Any FAQs I read just deal with the license not with the program itself.
 
My understanding of the HL licensee is it can auto re-assign it self every 120 days. So you simply install HL and enter your licensee and let it activate. Then it gets moved over and you will have access to all your games an packages.

If you have any .user files you will have to manually move those over.
