Moving Snippets Between Sections

I am creating some new categories, and as I fine tune them I am editing the category definitions.

In the category editor I can drag and drop a snippet within a section, but I can't move it to another section.

Once I create a topic in the category, I can drag and drop snippets between sections.

Is this a bug, or is there a technical reason for it?
