I created a warband with equipment, saved and quit. When I load that
band, I can deselect all their shields and weapons and such, but can't
assign them new stuff. Is this a problem with the program or the data
file?

Sounds like a problem old versions of Army Builder had. What version are
you using? If it's not 1.4d, upgrade it immediately. Unfortunately
you'll also need to recreate your units if this is the problem :(
