Modify exisitng system data file

I want to be able to use the cortex advancement for serenity but cannot figure out how to modify the system files. I figured out how to copy and create new ones but the old file still overrides. how do i do this?
 
I think you can do this by simply selecting both the Serenity and Cortex games on the Configure Hero form. That should give you Serenity content, with Cortex rules.
