The cost according to both Ultimate Power and the core book is 3 points but on Hero Lab its only 2 points

I checked the Green Ronin Errata - Hero Lab is correct. The cost is 2 points not 3. :) It's the 2nd entry on the same line where they correct RADAR so it's easy to see why you might've missed it.
