M&M 3rd ed. Miscalculated effect cost when partially flawed

Repro:
Add flight 10
Add a two ranks concentration flaw
Add a two ranks distracting flaw


Base interpretation: 8 ranks unflawed, 2 ranks with both flaws
Expected: Cost 18PP (16PP for 8x2PP + 1PP for 2x1/2PP)

Alternate interpretation: 6 ranks unflaws, 2 ranks with first flaw, 2 ranks with second flaw
Alternate Expected:16PP (12PP for 6x2PP + 4PP for 4x1PP)

Observed: Cost 13PP (5PP for 10x1/2PP flawed ranks + 8PP for 16x1/2PP paid back flaws)

I expect the default interpretation to be the first.
 
I will file an additional bug, but this can happen in 2E too. I had a player with Growth with Permanent on only some of the ranks and it incorrectly applied the discount.
