How does one go about creating a new game system for AB? I can use
ABCreator to make definitions for an existing system, but that's not what I
want.

My gaming group plays a house game of Risk using a rules system that we
worked up. I'd like to use AB to print out my armies, but I can't figure
out how to input our system.

To add a new game system, you need to create a definition file for that
game system. Then you can use ABCreator to create data files for the game
system. Creating a definition file can seem a bit daunting at first, but
it's actually pretty darn easy. Just start with a definition file for a
game that is similar and start editing. You can always use the tutorial
files included with AB and the Construction Kit. You'll find complete
documentation on creating a definition file within the Construction Kit
Manual, as well as the other tools you may need when developing data files
(e.g. ABDef, ABUndef, etc.).

numbers, i.e. 3-18 (3d6) for stat generation?

Not from within AB. The best you can do is offer options with the
rang: attribute and let the user set the values. The logic goes that
if you need random values, anyone who is not happy with the result
will keep "rolling" until they get the numbers they want - they may
as well just enter them in :-)
