Masterbook or TORG RPG systems?

Hey folks, I'm a Mutants and Masterminds gamer, but I'm working on a little project and I was wondering if anyone might have already trod over this territory. I basically want to build my own system using the Torg/Masterbook system as a basis. I was hoping someone may have already used the Authoring Kit to build character creation for either of these? It would make my project (obviously) a lot easier to start.
