M&M 3e and Density

How do you recreated the Density effect from M&M2e? I know it would Enhanced Traits to get the added Str and Toughness, but how do you have it effect the Mass of the target? It wouldn't just be a descriptor or SFX because it has a real effect in the game. A High Density character should require more Strength to pick-up or move.
 
The suggestion in the discussions on the board is to treat it as a 0-1 pp feature. It typically has as many drawbacks as it does benefits since increased mass not only makes you harder to throw, but also increases the chance of the floor buckling out from underneath you if you're not careful.
