Linking Super powers

Is there a way to link super powers, Lets say, I want to have a Density power and say I pick the Toughness power and then I pick the super Attribute "Strength" Power, I don't want the strength to be able to work, not unless the Toughness power is activated. wonder if there was a way to do that or set up like that. because right know the powers can be activated by themselves,Thanks for any help....
 
Check for the Activated.? tag. The ? will be the idstring of the Power (Activated.s2cToughne for the Toughness Power).
