license question

My friend doesn't have internet. If he buys the CD-ROM version, can he use it fully? Also, how does the CD version work? Does it have a built-in license or something?

As of right now, an internet connection is needed to unlock CV.

A manual license system is in the works.

Instead of installing via the Internet, you install from your CD drive. Then
it accesses the Internet to unlock the program.

The only other difference is where you use your credit card.
