Does anyone know where I can find 40K data files that include Legion of
the Damned WITH special characters such as Sergeant Centurius?

All the Legion of the Damned stuff is currently up to date in the 40K
files (with one minor irrelevant exception, which will be fixed in the
next version). I don't think rules for Sergeant Centurius exist for 3rd
edition; just take a Legion Commander and equip him appropriately.
