In the selection window for Legendary item powers in the weapon tab the Legendary power Foe Biter is not listed, it does not appear even greyed out.
I have legendary Item selected 3 times and it is grey out in the path power selection window.
I have a suggestion for you even though it does not quite fir the rules it seems the program does not quite like legendary weapons and Legendary Items being selected together. Perhaps as a work around you could add legendary Weapons and have the program check to see if a weapon is selected then give the popup box with all the powers a weapon can choose.
As it seems that there are powers that weapons can choose that Items cannot and visa versa.
