Legendary Item error?

I'm trying to create a legendary Item based off Eyes of the Eagle.

However, no matter what Item I pick, the line "Abilities allowed on a magical item" is always a maximum of 0. Below this line is "abilities usable by a tier 4 character - 0 of 4(4 left)

there's nothing in the RAW about this, so I'm thinking it's a bugged line of dialogue or something. It works, but it would be nice if it didn't give me an overspent error...

Anyone know if this is fixable?
 
Sounds like a bug, I would file a bug report HERE

Generally if something isn't working right, file a bug report, even if you're not sure it's a bug, it's easier to track that way.
