Say your character is from Cheliax, so you select that as his Home Region. Shouldn't that character have access to all the languages in "Old Cheliax"? That's the impression I get from the Lost Omens Word Guide, anyway. Yet HLO says that a character whose home region is Cheliax cannot choose Shadowtongue, for example. You get this message: "Your background doesn't allow you to learn this language as a starting language."

If you choose it anyway, HLO accepts that and doesn't give you any more grief, so what's the point?
 
Home regions in the core book lists what languages the character has access to based on specific region. "Old Cheliax" is a greater region and LOWG lists the languages spoken in the whole area but is NOT mechanical access, and Cheliax gives you Access to the specific local region's language.

You can also make any prereq ignored, so what's the point of enforcing any prereqs? Language access is a little looser than other access, so we show you what you have access to, but if you want to add Shadowtongue regardless then that's your choice, maybe you're from Nidal.
