How do I keep characters from automatically knowing Common? I can't just hide common because it causes errors.

I want to make this change because I have a house rule languages that reflects different levels of fluency. I find no difficulty creating new languages like Elven (Competent) and Elven (Fluent) to suit my needs. Even turning of Elven as an automatic language for Elves isn't difficult. I just can't seem to keep the default Common language from automatically displaying.
