Knights of the Inner Sea, Barding and Cohort Mounts?

You'd have to add a Hireling and give it the dragon race for a cohort, or make a new dragon animal companion race which you can choose through the Cavalier tab.

Barding is nothing other than armor for non-humanoid creatures, switch to the mount, and add a set of armor to it.
