iPad Error for HL files

I make my .hl files. I use iTunes to put them on my iPad. I try to install them.
I always get this error.

What am I doing wrong?

The Hero Lab version on your PC may be the most recent update. Go into the App store on your iPad and update HL on the iPad to the newest version.
 
I'm running 7.6.1 which is the latest version on iPad.
All my iOS apps are set to auto update.
