What tab in the editor do you use to add lesser and greater powers for magic weapons?

The Item Power tab holds all the Things that can be added to magic weapons and armor.

I'm afraid I still have a bit of work to do fixing intelligent items, and among those problems is that their powers aren't available in the editor.

On this note as well, as of yet there is no option to make intelligent armor/shields and wondrous items. Is this something that is planned for a future update?

Yes, it is something that needs to be added.
