Install downloaded skin?

Hey all, I searched and didn't find an answer to this.

I'm trying to install a custom skin to Army Builder and following these steps doesn't work for me. Am I doing something wrong?

I have the Simple Solids .DLL downloaded and have it renamed to and is in the Army Builder install folder.

I've followed these steps:
Installation Instructions! To use an interface extension, you must install the ".dll" file into the directory where you installed Army Builder and name it "altgfx.dll". Army Builder will then load and use the extensions in place of the standard visuals.

I am on Windows 8.

Any help appreciated.
