Improved Natural Weapon with Beast Totem Rage Power

I would like to use Improved Natural Weapon with the Beast Totem claws. It works fine when the rage is on, but when it isn't, I have Improved Natural Weapon, with no selection. I'd like to have it grayed out, instead.
