How about right click hold allowing the images to be moved left/right and up/down and the mouse wheel being a zoom in and out?
 
You mean basically acting as though you had clicked the panning tool? I'm game for something like this. I feel like I've seen other "editor" type apps (photoshop, etc) use middle click drag as the quick pan shortcut, but I'll have to do some research to see if there's a standard of some kind.
 
Most of the things I've worked with, especially if you look at something like Google Maps type apps, seem to allow a right-click drag of the object and mouse-wheel (no clicking required) zoom/un-zoom. Having the mouse wheel scroll really throws me off.

something like that would be great as I use the tool during games to show where the party is and what they have seen.

It has become the default mapping tool when I am using a pre-gen map. Being able to manipulate the player view map the same would be fantastic as it can be a little tedious at the moment as I main use sizing and panning when showing a map or image in player view
