Ignore Dex penalty on ranged attacks

Reference: Sea Urchin, Giant - Spear Urchin; Pathfinder #37 Bestiary.

The Ability is Spines. It give the urchin a natural ranged attack. Got that done. However I have an attack bonus of -2 (because spear urchin has a Dex of 3), but it is supposed to ignore it's Dex penalty on its ranged spine attack (therefore attack bonus of +2).

So how can I ignore the Dex penalty OR how do I add a +4 to hit for that attack in the monster creation file?
