How to make powers not unique

It seems that powers are marked as unique and at least some of them make sense to not be. Specifically, the ones which do damage where the trapping type makes a difference due to resistances, immunities, weaknesses, etc.

My thought here was to add a drop down of damage types to each power and include the standard list, making it required and having a bogus typed for powers such as teleport. Then, the picker could allow all copied except the ones the hero already has. So...I guess I need some direction on how to implement this.
